Electronic mailing list members are users that receive mass emails, including weekly and/or monthly newsletters. Depending on the application that’s used to manage a particular list, they may have subscribed personally, expressing their explicit permission to be included in the mailing list, or they may have been added manually. The latter means that they will de facto get unsolicited emails. Basically, mailing list members can be managed by the mailing list administrator who can add or delete them, or they can unsubscribe manually if they don’t want to get emails from now on. All mailing list members will always get the very same message provided that they are part of the same mailing list, but a single subscriber will never be able to see the rest of the mailing list subscribers in the "To" section of the message.

The latter will receive an email message in order to verify that they wish to receive your newsletters in the future and when they do that, they will become part of the mailing list.
